- A city that has a newspaper- and book-reading level that is similar to the average European level.
- A city that has a network of schools connected with artistic instruction throughout its territory.
- A city that is respectful of the diversity of cultural practices of its citizens.
- A city that places the streets at the service of culture.
- A city that simplifies, through the provision of spaces and resources, the cultural activity of the community collectivities and associations.
- A city with civic centres that are open to diversity and that foster face-to-face relations.
- A city that makes available to citizens from other territories all the tools required for them to express themselves.

Le document est très intéressant, en effet.
Pour ma part, c’est en particulier les éléments suivants de la liste qui m’ont interpellés :
– A city that is attractive for creators from everywhere and that simplifies the growing presence of artists from other cities.
– A cultural system that integrates and connects creation with the other levels of the chain of cultural production.
– A city that is internationally recognised as a city of creators *(N.B. pas besoin d’avoir la taille de Montréal pour ça, voir les exemples de Trois-Rivières et de Baie Saint-Paul…)
– A city with ample sources of capital to promote cultural innovation.
– A city that is a node of artistic and cultural networks and that has high-level training resources for creators.
– Deployment of quality artistic instruction in all spheres and at all levels.
– A city that is a reference point for artistic studies.

Dans le leg que Québec veut faire pour le 400e (recherche de projets structurant), est qu’il y a d’autres avancés en vue de l’orienter comme cité éducative ?
